This Bid Bulletin no. 3 is issued to modify or amend items in the Bidding Documents for project:

“Supply, delivery and installation of Intelligent Video Surveillance System for Bulacan State University Main and External Campuses (G-2022-33)”. This shall form an integral part of the said Bidding Documents.

The Bulacan State University (BulSU) now invites bids for the above Procurement Project. Delivery and installation of the Goods is required within Ninety (90) calendar days.

Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids on February 20, 2023, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

The Bulacan State University (BulSU) now invites bids for the above Procurement Project. Delivery and installation of the Goods is required within One Hundred Twenty (120) calendar days. Bidders should have completed, within the last five (5) years from the date of submission and receipt of bids on February 20, 2023, a contract similar to the Project. Terms of Reference

SUPPLY, DELIVERY, AND INSTALLATION OF AN INTELLIGENT VIDEO SURVEILLANCE SYSTEM FOR BULACAN STATE UNIVERSITY MAIN CAMPUS AND EXTERNAL CAMPUSES

I. BACKGROUND

Bulacan State University (BulSU) is a premiere state-operated institution of higher learning in the Central Luzon region. It originated as a secondary school run by the Americans in 1904 and has now progressed into one of the most prominent educational institutions in Region III. BulSU was converted from a college into a University in 1993 by virtue of Republic Act 7665. Since then, BulSU has grown by leaps and bounds in terms of program offerings, faculty qualification, and student enrolment.

Currently, the University has six campuses, namely the Main Campus in the City of Malolos, the Sarmiento Campus in the City of San Jose del Monte, the Meneses Campus in the Municipality of Bulakan, Bustos Campus, the Hagonoy Campus, and the newly opened San Rafael Campus. In total, the estimated number of students enrolled in BulSU for the 1st semester of the Academic Year 2022-2023 is 44,000, and this figure is projected to rise to 50,000 for the next three years. On the other hand, BulSU has around 2,000 employees in it.

To provide a safer environment to the growing number of clienteles of BulSU, the University, through the leadership of its President, Dr. Cecilia N. Gascon, is investing in the University- wide deployment of an intelligent video surveillance system.

II. OBJECTIVES

1. To provide the BulSU main campus and external campuses with an intelligent video surveillance system with a platform solution capable of viewing, storing, and managing real-time and recorded video of the deployed cameras.

2. To include at least the following intelligent features in the system:

a. people counting b. perimeter protection c. facial recognition

III. APPROVED BUDGET CONTRACT

The approved budget contract (ABC) is Seventeen Million Pesos (Php 17,000,000), inclusive of VAT and other applicable government taxes charged against the Capital Outlay of the FY 2022 Income Fund of the University.

IV. BIDDER’S QUALIFICATIONS

1. Must have at least five (5) years of existence in the Philippine Market.

2. Must have completed a similar project.

3. Must offer CCTV brand or manufacturer that is ONVIF compliant

4. Must have at least two (2) certified electronics or CCTV technicians or equivalent. Copies of their CVs and certifications are to be provided.

The following are the deliverables of this project:

1. Functional intelligent video surveillance system with 266 AI cameras deployed across BulSU main and external campuses. Its type and distribution per campus are summarized in Table 1.

2. Complete and fully functional control and monitoring room/s at least one per campus and at the Office of the University President.

3. Hard and electronic copies of project documentation with the items listed in number 12 of Section VII of the TOR.

VI. TECHNICAL SPECIFICATIONS 1. PTZ Camera Specifications

Major Specification

A. The camera shall be 4MP or higher.

B. The camera shall use a 1/1.8" CMOS or 1/2.8” progressive scan complementary metal-oxide semiconductor (CMOS) image sensor.

C. The camera minimum illumination shall support at least Color: 0.005 lux (F1.2 or F1.6); B/W: 0.0025 or 0.0005 lux (F1.2 or F.16).

D. The camera shall provide fundamental storage capacity with 1GB and support expansion.

E. The camera focal length shall support Wide-angle prime lens: 5 mm, Zoom lens: 6–

240 mm.

F. The camera IR range is at least 150m.

C. Provides at least two HDMI ports, one VGA port (extended using an external conversion cable), at least one audio-in/out port.

D. Target analysis: Supports 16 or 24-channel 1080p video-based (or 160 1080p images per second) target analysis, including real-time target feature extraction,

blocklist/trustlist-based target alert, target search by image, masked target recognition, and mask alarm.

VII. SCOPE OF WORK

1. In general, the Supplier shall be responsible for the network design, supply, delivery, installation, and deployment of the intelligent video surveillance system for BulSU based on the location of the cameras (Annex A), their type (Table 1), and specifications (Section VI, item 1 to 3).

2. The Supplier shall ensure that the intelligent video surveillance system must store video records for at least 30 days.

3. The Supplier shall submit a detailed work plan and design to be presented during the project kick-off.

4. During the project kick-off, the Supplier shall also present the brand and specifications of the cameras intended to be used.

5. On a case-to-case basis, the Supplier, after seeking the approval of the Technical Working Group (TWG), can change the type of camera used in a specific location provided that it has a better feature or functionality than that of the cameras included in this TOR or Annex A.

6. Delivery service of all the supplies and materials for this project is free.

7. The Supplier shall perform all equipment installation, testing, and commissioning. All necessary tests, services, and inspections to ensure the system functions shall be checked and approved before acceptance.

7.1 Supplier work includes the furnishings of materials, cables, consumable materials, facilities, civil works, electrical works, labor, tools, equipment, test instruments, apparatus, specialties, and other services necessary to complete the installation and commissioning of the CCTV System at the BulSU main and external campuses.

7.2 The Supplier should provide roughing-ins, including supports, boxes, fittings, cover plates, mounting brackets, and Electrical works to power up all provided switches.

7.3 The project must be completed within one hundred twenty (120) calendar days, including delivery of equipment and installation upon receipt of notice to proceed.

7.4 The Supplier shall have access to the site seven (7) days a week starting on receipt of the Notice to Proceed. All works should be coordinated with BulSU weekly and can be revoked or suspended.

8. The Supplier shall submit a weekly progress report.

9. The Supplier shall prepare and furnish fully dimensioned scaled drawings of the builder’s work from installing the equipment and system and the equipment layout plans at various locations.

9.1 The work drawings shall show the general arrangement of cabinets and other facilities in the equipment areas, the operational area, and the general arrangement of cabling within the system.

As soon as the equipment and system are commissioned, the Supplier shall amend or correct all his Approved Drawings, if required, furnish three (3) sets of prints of all “As- built” drawings showing the works as finally installed commissioned. These drawings shall be furnished in hard-bound covers.

10.1 The “As-built” drawings shall show the general arrangement of all equipment and auxiliaries, positions of all electrical outlets, fittings, switches, switchboards and control panels, cables, pipes, duct runs, markers, and underground ducts, interwiring, schedules, plant manufacturers name plates, models and type numbers and other information necessary to facilitate routine inspection and maintenance of the installation.

11. The Supplier shall submit the following documentation to BulSU upon completion of the project.

11.1 As-built diagram

11.2 System brochures/documentation for systems operational & Maintenance/User Manuals-one [1] original and three [3] copies.

11.3 Detailed equipment list stating the location, make model, serial numbers, and firmware, among others.

11.4 Result of system test as per manufacturer standards

11.5 Training Certification of attendees for Operations and Maintenance of the system.

VIII. TRAINING

1. Training for at least 20 participants at the Main and External Campuses 1.1 End-user product and configuration training

1.2 Troubleshooting and Maintenance

2. Training will be conducted on Bulacan State University premises.

3. Training material to be provided by the Supplier

IX. WARRANTY AND MAINTENANCE REQUIREMENTS

1. The project must be backed-up with at least three (3) years of warranty for parts and after- sales.

2.BulSU requires comprehensive maintenance service, including fault prevention, adjustments, corrections, repairs, and replacements. During the warranty period, the Supplier is required to provide the following:

2.1 4- hour response time for queries (on server hardware), 24 x 7 (remote, on-site if needed)

2.2 Software technical assistance

2.3 Software/firmware updates, if necessary 3. Service Feature Highlights

3.1 Remote problem diagnosis support for hardware products 3.2 On-site hardware support of Materials, excluding consumables 3.3 On-site response time for hardware support

3.4 Work to completion for hardware support

3.5 Escalation/Service Level Management of firmware and documentation updates
