The committee member from Thailand supported the establishment of the global website on small-scale fisheries. The meeting requested that the progress be reported to the next meeting of the program committee.
PIPELINE PROJECTS AND EMERGING NEEDS FOR PREPARATION OF FUTURE PROJECT PROPOSALS
Establishment of Regional Scientific Advisory Committee for Fisheries Management in Southeast Asia (RSAC)
As there was no consensus on the proposal to include in RSAC's terms of reference "to advise on the delineation and coordination of the SEAFDEC programs relating to fisheries management", the meeting suggested that such a proposal would be subject to further review by the SEAFDEC Council. The meeting agreed that the chairman of the RSAC will be elected from among the representatives of the member states on an annual rotating basis.

The meeting reviewed a draft proposal to establish a Regional Scientific Advisory Committee for Fisheries Management in Southeast Asia (RSAC), but it was emphasized that RSAC is not part of the Program Committee, although the outcome of the discussion on the proposal at this meeting will be submitted to a future SEAFDEC Council meeting for consideration. The meeting requested that the SEAFDEC draft program framework be submitted for consideration at the next program committee meeting.

Adoption of Report of the Meeting
The Committee member from Thailand suggested that in order for all programs to be implemented in a holistic approach and to facilitate the source of funds for the implementation of activities, a clear SEAFDEC program framework (or guiding principle), outlining the directions or thrusts for the formulation and programs/activities should be created. The program framework should take into consideration the technical competence of SEAFDEC as well as the priorities and needs of member countries in fisheries development and management.
Date and Venue of the Thirty First Meeting of the Program Committee
In this direction, RSAC can be considered as a fisheries management program initiative to comprehensively review existing management related programs/projects to find duplicated and/or missing priority area to obtain a holistic view of SEAFDEC fisheries management related programs.

Center-wide Information Network
The meeting also aimed to monitor achievements and progress in the implementation of SEAFDEC's Visibility and Communication Enhancement Information Strategies, to be further reported to the next SEAFDEC Council meeting for consideration and approval. According to the program framework, the role of the RFPN will be emphasized in coordinating with member countries in increasing the visibility of SEAFDEC and implementing activities.
Information and Communications Technology
To achieve its objectives, the program aims to produce materials to promote the Centre's activities and visibility, improve communication among SEAFDEC staff and communications with Member States and other organizations, and provide HRD capabilities to relevant SEAFDEC staff to improve operations. To monitor the implementation of information-related activities and provide a platform for the SEAFDEC Secretariat and departments to formulate activities for the following year, the Information Staff Exchange Program (ISEP) Meeting was organized regularly.
Mollusc
From January to September, Internet travelers had visited TD's website and 647 Internet travelers had downloaded TD's databases. On-the-job training and internship programs at Abalone nurseries and nurseries were also conducted.
Mud Crab and Shrimp
As part of the initiative to develop a special pathogen-free shrimp (P. monodon and P. vannamei), the status of P. In the Philippines, maturation in captivity was achieved even without ablation, but spawning was achieved only after ablation.
Marine Fish
Experiments were conducted to verify the use of the formulated AQD diet for rearing grouper, bream and bass in ponds. As a group, growth and survival of sea bass on the SEAFDEC diet compared well with those fed the commercial diet.
Small-holder Freshwater Aquaculture
A 5-month growth trial in tanks and cages is underway to determine the growth and survival of the selected and control shrimp. Experiments are underway to determine the effect of horizontally oriented shelters on growth and survival of Macrobrachium rosenbergii in modular cages in Laguna de Bay.
Seaweed
Those raised in green water took only 28 days to reach the postlarval stage and had a higher survival rate (34.1%). Survival was lower in those raised in clear water and it took longer days (33 days) to reach the postlarval stage.
Aquatic Ecology
The effects on growth and survival with respect to feed type and presence or absence of shelter were not significant. The bioeconomy of hatchery production of freshwater shrimp (Macrobrachium rosenbergii) using two culture systems (either green water and clear water) was assessed.

However, in recent years, SEAFDEC/TD has been asked to conduct some customized courses and study tour programs as a direct extension of its advisory activities with and for organizations in this region. TD's customized training courses and study tour programs emphasize learning by doing and observation.
OBJECTIVES
Such courses/programmes are referred to as customized courses/programmes because they are created at the request of an organization (eg UNEP/GEF, Coastal Resource Management Project - Sri-Lanka, Polytechnic of Agriculture-Indonesia, etc.) and their content is tailored to meet the specific training needs of the requesting organization's staff. An important part of learning by doing and seeing is that lecturers act more often as facilitators than as teachers in the traditional sense.
PROJECT DESCRIPTION
It is one of the channels to transfer activities and technology invented or developed by SEAFDEC to its member countries. Therefore, the participants will come back home with a knowledge about "how they learn and how they do in SEAFDEC/TD, Thailand".

Under standard hatchery rearing conditions, microscopic examinations of larvae were performed from days 1 to 15 to verify the presence of food in the gut. On the third day, some larvae floated in the water column and some larvae settled on the plate.

Production of crabs in nurseries and rearing ponds and pens is dependent on bycatch of fish. The activities on mud crabs aim to develop a technology for the appropriate production of fry and seeds of good quality.

During the regional planning meeting, the member states assessed the implementation of the aquaculture component as successful. Rice-fish culture will be one of the essential small-scale aquaculture systems in Cambodia where the farmers are only involved in rice production. In order to develop a farming technology for the sustainable supply of good quality captive hatchery of the mud crab S. serrata, the following two studies will be implemented.
Freshwater fish are also an important source of raw materials for processing into a variety of traditional fish products in the ASEAN member countries. Upgrading of processing and packaging technology for the freshwater fish products will help to improve their quality and safety with the possibility of commercialization.
The expected results of the program include a handbook on the inventory of freshwater fish products, pilot processing studies and workshops at the end of the activity.

This program aims to increase the credibility of the various fish inspection testing laboratories in ASEAN member countries and enable them to achieve equivalent results through the support of their national governments to obtain ISO 17025 accreditation and participation in inter-laboratory testing programs. All laboratories in the region (and especially those certifying products for export) must meet the laboratory quality requirements of ISO 17025.
