The United Nations General Assembly has declared 2022 the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022) to recognize and support the role of small-scale fishers, fish farmers, and fishery workers in food security and nutrition, poverty eradication, and sustainable use of natural resources. IYAFA 2022 gives an opportunity for SEAFDEC to also showcase its efforts in harnessing the potential of small-scale fishery activities in the Southeast Asian region that include capture fisheries and aquaculture
as well as highlight the benefits from boosting the development of these small-scale sectors of the region toward sustainability.

What is artisanal or small-scale fisheries and aquaculture?
“Artisanal” or “small-scale” fisheries is the common term used to describe fishery (capture fisheries and aquaculture) activities that use relatively small production units with low input and output, and low levels of technology or capital investment, excluding sport or recreation fishing. Small-scale fisheries contribute more than a quarter of world’s catch which depict the significance of this sector in food security and nutrition, poverty eradication, and sustainable resource utilization, especially in the Southeast Asian region, making the sustainable development of small-scale fisheries necessary.

Sustaining Small-scale Fisheries and Aquaculture in the Southeast Asian Region
In Southeast Asia, the majority of fishers and fishery workers are engaged in small-scale fishery activities including
pre-harvest, harvest, and post-harvest, fundamental to the social and cultural structures within and among fishing communities. Since small-scale fishery communities are mostly located in remote areas where access to health, education, and other social services is limited, a large number of small-scale fishers remain impoverished and continue to be marginalized.
The FAO Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication serve as reference for countries in the region and also for SEAFDEC to boost the sustainable development of small-scale fisheries.

Fishery Production for Household Consumption
Production from the Southeast Asian region’s small-scale fisheries is intended mainly for local and domestic markets, but most often for direct consumption within households. The high nutritional content of fish including proteins, micronutrients, and essential fatty acids, highlights the significant contribution of small-scale fisheries in nutritional security. Nevertheless, as large amount of fishery production goes directly for household consumption, the total production is usually underreported in official records although alternative methods have been explored to improve such a situation.

Multispecies Gears and Catch
Small-scale fisheries in Southeast Asia target multiple species using a wide range of simple fishing methods and gears. In inland waters, small- scale fishers are frequently shifting between different fishing methods and gears that suit the seasonality and availability of target species. Obtaining
catch data at species or group levels necessary in understanding the status of the resources to support sustainable fisheries management remains a major concern, but SEAFDEC has been improving the situation through capacity building of the region’s concerned human resources.

Seasonality of Inland Capture Fisheries
In Southeast Asia, small-scale inland capture fishing activities are influenced by seasonal movements of fish between connected habitats, such as rivers, floodplains, rice fields, irrigation systems, and other inland water bodies. Although inland capture fishing is conducted all year round, the highest abundance of fish captured could be observed during rainy season when fishes migrate and are caught in their migratory path as well as during dry season when fishes take refuge in smaller pools and become easier to catch. SEAFDEC has been developing measures to ensure the sustainability of small-scale inland capture fisheries.

Diverse Livelihood for Small-scale Fishers
The Southeast Asian region’s small-scale fishers and fish workers are generally self-employed, and their fishing activities are conducted full-time, part- time, or seasonally in combination with other agriculture activities such as farming of crops and rearing of livestock. Other ancillary fishery- related income opportunities in coastal and inland fishing communities include netmaking, boat building, vessel engine repair and maintenance, as well as engagement in local crafts production.
Through the development and promotion of policy recommendations, SEAFDEC also makes sure that such ancillary activities are sustainable.

Small-scale Aquaculture for Sustainable Rural Development
Small-scale aquaculture in Southeast Asia involves minimal investment and largely engages family labor, making it an important contributor to sustainable rural development including livelihood and supply of fish and fishery products for the local populace.

Small-scale Fish Processing
In Southeast Asia, small-scale fishers and fish workers use traditional fish processing methods of preservation (e.g. fermenting, smoking, sun-drying, salt-drying, among others) to extend shelf-life or to preserve the large amount of catch during peak season.
Despite insufficient means and infrastructure, SEAFDEC has improved such traditional methods in terms of safety and quality, and in the technical aspects to make sure that processing could be easily managed under local conditions requiring minimal inputs.

Sustaining Aquatic Habitat Conservation
Small-scale fishery activities are undertaken in “multiuse, multiuser” environment where both coastal and inland fishing communities compete for the resources with other users, resulting in habitat degradation. Ecologically sound measures such as the installation of artificial reefs, mangrove reforestation, coral plantation, fish passage construction, good aquaculture practices, and others are being undertaken by SEAFDEC to conserve aquatic habitats and ensure the sustainability of fishery resources.

Addressing the Insufficiency of Data
Available information and collection of data are typically inadequate because of heterogeneity, diversity, and complexity of small-scale fishery activities.
Frequently dispersed over large areas, the multiple landing points and direct informal markets make it difficult to record the production from the Southeast Asian region’s small-scale fishery activities, and especially because such production is meant mainly for household consumption.
Collaborative and participatory approaches are therefore being applied by SEAFDEC in data collection, although alternative methods are also being explored to quantify the fishery resources and contribution of small- scale fisheries to food security.

Management Approaches to Small-scale Fisheries
The approaches to small-scale fisheries management being promoted by SEAFDEC in Southeast Asia are ecosystem-based, integrated, holistic, and participatory. For sustainability of fishery resources, the capacity of small-scale fishing communities in designing, planning, and implementation of management measures is enhanced with special attention to equitable participation of women and men as well as vulnerable and marginalized groups. Similarly, ecosystem-based would also be adopted for small- scale aquaculture development.

Promotion of Gender Equality and Equity
Typically, in the Southeast Asian scenario, men are engaged in fishery activities and women in fish processing and marketing as well as in near shore or coastal harvesting and culture activities.

Impacts of COVID-19 on Small-scale Fisheries and Aquaculture
COVID-19 created adverse impacts on small-scale fisheries and aquaculture, especially in the Southeast Asian region: fishing activities restricted, transportation limited, eco-tourism events disrupted, among others, leading to low demand and supply of fish and fishery products, and reduced household incomes. Nevertheless, fish workers have been exploring new opportunities to sustain household incomes and alleviate the impacts of the pandemic, such as online marketing of fresh and processed fish and fishery products which otherwise should have been difficult to sell due to movement restrictions during the pandemic.
