The RPFP can provide further input to the national socio-economic development and physical framework plans and serve as a detailed framework in the preparation of the detailed local land use and zoning plans. In the latter part of the 1970s, another attempt at physical framework planning was led by the then Human Settlements Commission (HSC). One of NL LUC's assignments was to formulate a national and regional physical framework plan.

I NATIONAL I-
At anyrifte, it was expected that two sets of output would be produced over the course of the training program. All of these will be used in the production of a revised, "user-friendly" version of the RPFP guidelines. Consideration of national policies is certainly taken at various steps of the RPFP planning process.
It would be necessary to provide one in the form of the RPFP and then adjust the local plans later on a prioritized basis. The regional physical framework plan .. activities and programs in the department of environment and natural resources. It is also the main task of the UP School for Urban and Regional Planning (SURP).
Many of the graduates working in Metropolitan Manila hold positions of responsibility in government. This is all I can say about the performance of SU RP's graduate program. 487 in 1963, which defined the powers and functions of the Town Planning and Development Board. The planning director served as secretary to the board and was also the zone administrator. The Secretary of the Department of Local Government chairs the committee which approves policies recommended by the Secretariat.
The experiences of the two towns in the plan review process are closely monitored and documented. Town planning is still not seen as a prerequisite for the good management of the town. The budget and project proposals can be linked to the objectives of the plan.
This is a positive indication of the citizens' growing awareness of the necessity of a city plan to ensure stability in policies. My point of view with regard to the school's participation in the interdisciplinary activities is that it should continue to be involved in this type of business.
PLANNING EDUCATION: A CONTINUING EXPERIENCE
As Romulo's Presidential Assistant for Planning and Development, I became aware of the planning education vision of the two CPRs, and in time, like W.G. also to include P400,OOO in the Public Works Act for the construction of the IP building. Five IP faculty members moved to the regions to serve as co-directors of the regional centers.
The first collaborative project among member units of the proposed Public Affairs Complex was COREDES. One of the guiding principles we adopted during the IP task was to create joint applied studies with planning and development agencies. This has been the case for the entire enterprise of settlement planning in the Philippines, including planning education.
At the beginning of the second decade of the founding of the IP, steps were taken towards a comprehensive reorganization of the executive branch. The chairman of the panel was a member of the reorganization committee, while the vice-chairman was an expert in the matter of the panel. The Vice-President generally defined the work program and recommended panel members.
I served as Vice Chair of the Community and Regional Planning Panel, while (current) Dean Asteya M. Director of IP even became a member of the TFHS Executive Committee. The Center would extend dual appointments to faculty members from other academic units of the University.
We also tried to obtain technical assistance from the Dutch government, which emphasized the regional character of the center. The University of Life was organized and became part of the extensive network of the Department of Human Settlements under the leadership of Ms. FIRMALINO, Advisor to the Local Planning and Development Administration, Office of the President, at the University of the Philippines.
